Chief Andrew Caggiano

Chief Caggiano began his career with the Montville Township Police Department in March of 1997. He served in the Patrol Division, Detective Bureau and in the Administration of the police department. He was sworn in as Montville Townships 9th Police Chief on January 1, 2019.

Chief Caggiano has a Bachelor’s of Science Degree in Criminal Justice from John Jay College of Criminal Justice. In 2006, he attended the West Point Command and Leadership Program. In 2017, he attended Session #267 of the F.B.I. National Academy. 

He currently serves on:

  • Executive Board of the New Jersey State Association of Chiefs of Police as a Vice President.
  • Chair of the Public Relations Committee for the NJ State Association of Chiefs of Police.
  • Executive Board of the Morris County Chief’s Association.
  • Executive Board of the FBI National Academy Associates – NJ Chapter as the 1st Vice President.

Chief Conrad Pepperman

Chief Pepperman started his career August of 1996 with the Montville Township Police Department as a Class II Special Officer and attended the Morris County Police Academy graduating second in his class for physical training in December of 1996. Over the next few months he worked in patrol and the community policing division for Montville Township Police Department. In August of 1997 he was hired as a Police Officer for Rockaway Borough where he was assigned to the patrol division.

He remained in patrol for ten years when he was promoted to Sergeant in September of 2007. In addition, he stayed in patrol as supervisor and was then assigned in December of 2012 to administration position running the everyday operations of the agency. Over the years in his career he received numerous citations for life saving, exceptional duty and numerous letters of outstanding conduct from department members and the citizens of Rockaway Borough.

On September 1, 2017 Sgt. Conrad Pepperman was sworn in as the new Chief of Police of Rockaway Borough. Chief Pepperman established a Juvenile Detective who serves as the departments School Resource Officer. In addition, the Lieutenant position was reestablished after 40 years of vacancy. Chief Pepperman reorganized the Detective Bureau schedule to be more cost effective and efficient for the community. Furthermore, establishing a plain clothes detail to combat the Opioid epidemic, along with working with partners in the community CARES to help the recovery and treatment of addicts. He also serves as a board member on Prevention is Key and the Municipal Alliance Committee.

Additional major career accomplishments include graduating from West Point and Command and Leadership Program, attending the inaugural class of the FBI National Command Course in Quantico VA. In addition, obtaining a Master’s Degree in Administrative Science at Farleigh Dickenson University, becoming a member of the Morris County Rapid Deployment Team and assigned Accreditation Manager in charge of adopting and implementing standards and professional objectives within the department. Chief Pepperman currently serves on the Morris County Police Chiefs executive board and represents the New Jersey State Chiefs Of Police as Legislative Committee Chair.
